Information and Communication Technology Department

DTIC is the strategic subdivision of the Technical University of Moldova responsible for coordinating, developing, implementing, and maintaining information systems, IT infrastructure, cybersecurity, and institutional digitalization processes.

Our Mission

DTIC’s mission is to ensure the development, coordination, and sustainable operation of UTM’s IT and digital infrastructure, contributing to the university’s strategic objectives in education, research, administration, and public communication. The department supports the consolidation of an integrated, secure, and modern digital ecosystem based on efficient, interoperable solutions compliant with current standards.

Core Functions and Responsibilities

Based on regulations, DTIC has core roles in IT governance, digitalization, and cybersecurity, being responsible for the integrity and efficiency of UTM’s digital infrastructure.
  • digitalization of institutional processes and development of university e-services
  • administration of IT infrastructure, communication networks, servers, and data centers
  • design, development, and implementation of information systems and software applications
  • issuance of technical approvals for IT projects and solutions within the university
  • administration and development of SIMU and its associated modules
  • management of institutional accounts, access rights, and user authentication
  • ensuring interoperability with national governmental and educational platforms
  • administration of UTM’s web infrastructure and digital communication platforms
  • technical support, digital training, internal audit, and IT risk assessment

Organizational Structure

DTIC is organized into functional units covering network infrastructure, information security, software development, and user technical support.
Network Administration and Information Security Service
Manages network infrastructure, servers, data connections, access policies, firewalls, digital certificates, backups, and cybersecurity measures.
Information Systems Design and Software Development Service
Designs, develops, implements, and maintains software applications, manages SIMU, and ensures interoperability with national and institutional platforms.
Data Communications and Information Systems Support Section
Ensures installation, configuration, updating, maintenance, and technical support for equipment and workstations used within the university.
Institutional collaboration
DTIC units collaborate with other UTM subdivisions to implement digital policies, system interoperability, and compliance with technical standards.
